These stamps were the
first to be intended for, and compliant with, international (UPU)
regulations. They were printed using the doubly fugitive inks of
the period to discourage cleaning of postmarks and fraudulent re-use of
the stamps. The portrait is of King Chulalongkorn within a frame.

It is notable that,
owing to an unexplained error, no stamp of the value 1 att was ordered,
which was essential for the inland printed matter rate. A 1 att
stamp in this design was eventually issued in February 1891.
